Brooks + Scarpa Architects propose an innovative revitalization of Marcel Breuer’s 1968 Brutalist icon, the Robert C. Weaver Federal Building in Washington, D.C., transforming the vacant office complex into a sustainable community hub. The design preserves the landmark’s signature prefabricated concrete framework while converting 45% of office space into 350 stepped apartments, creating a vertical community. Key interventions include photovoltaic curtain walls and upgraded mechanical systems to reduce energy consumption by 40%, a revitalized core transformed into a central “green artery” with native flora, and hybrid programming integrating co-working spaces and communal kitchens. By balancing historic preservation with modern demands through technical innovation (embedded mezzanine spaces) and social equity (affordable housing), the project exemplifies adaptive reuse, aligning with the IAI Design Awards' judging criteria of ?Innovation, Sustainability, and Humanistic Value
